Even though the majority of students could be forced to get vaccinated, some of them will be able to delay getting immunized under special circumstances, based on medical or religious grounds.
However, if students choose to continue studying online, off-campus (if possible), they will be able to refuse to get vaccinated. The same rule applies at places of employment where vaccines are mandatory if employees choose to continue to work remotely.

Therefore, while students can be forced legally to get vaccinated, others will have the possibility to postpone vaccination under medical or religious grounds, since the current COVID pandemic is an outbreak, as required by law. If the regulations mentioned above will apply in the current context, “then even those provisions for waivers and exemptions wouldn’t currently allow for attendance without the vaccine.”

You used a very misleading choice of words–no one can be “FORCED” to take the vaccine, but (students,
for example) CAN be FACED with the decision to vaccinate or relinquish their privilege of returning to campus–RIGHT?!
