Delaware records the same new average daily infection numbers as Iowa: 14 per 100,000 residents. So far, 517 coronavirus deaths have been reported in the state. Although Delaware ‘s numbers may be on the rise, its test rate is only marginally above the WHO’s positivity recommendations—5.23 percent compared to the recommended 5 percent.
